Occupant load on a MEWP platform is the total weight the platform is designed to carry, including every person on the platform plus any tools, materials, and accessories they bring. The rated capacity specifies the maximum safe load, so you determine occupant load by adding up the weights of all occupants and their tools/materials, ensuring the total stays within that limit. This is why the correct approach is to sum all people and their tools and materials within the rated capacity. Counting only people misses the weight of tools, while counting only tools ignores the people, and the platform’s dimensions (width and height) are not used to calculate load. The total weight of the lift itself plus the operator is not the full occupant load when multiple people or additional items are involved.
